The Owatonna Project was a successful cooperative effort that involved many sectors of the community, the local schools, and the University of Minnesota. Unfortunately, it was interrupted by the outbreak of World War II and never achieved the impact it might have had under different circumstances. Although art existed in the regular school program, the Owatonna Project was community rather than studio centered. In this regard, it represented a move away from the child-centered approach of Franz Cizek, as Cizek rejected the vocational goals of Walter Smith.
